Rate case to PRC

May 6--PNM's request for electric rate increases is scheduled to go before the New Mexico Public Regulation Commission starting on Monday.

After initially filing for a 21 percent overall rate hike for southern New Mexico last year, the utility cut the increase about in half in February. PNM reached an agreement with six groups who had opposed the original request. The players included New Mexico's Attorney General, staff at the PRC's Utility Division, the City of Alamogordo.

Under the proposal which yet needs the commission's approval, PNM South customers would have the same rate structure are the utility's customers in the north. Since PNM purchased the southern New Mexico territory of Texas-New Mexico Power in 2005 and reduced charges, rates have however been higher than those charged to customers in PNM North.

Electric rates would rise in two phases. Average residential customers in the south would see an increase of $3.80 per month this summer and an additional $3.36 in 2012. Rates would be higher during the summer months of June, July and August, and lower the rest of the year. There would also be a return to a fuel adjustment clause on PNM bills to address fluctuations in the cost of fuels used to generate electricity. Customers who use more electricity would find increased rates for the higher use.

A household that uses 600 kilowatt hours during the non-summer months would see a $70.20 monthly bill, compared to the current $63.04. The summer bills would be

$71.23.

Business customers would see an increase of about 5.7 percent this summer and about 5.1 percent in 2012.

The utility has agreed that base electric rates would not increase again before 2014, barring government mandates that could impact future rates.

PNM Vice President of Regulatory Policy Ron Darnell said the public comments submitted to the PRC do play a role in making a decision. There have been many comments.
