He pointed out people are paying £45 to go to Chelsea, which is now sold out, and should be able to get the full experience.
“Diarmud Gavin’s garden is a gimmick and has nothing to do with gardening in any real sense.
“It is not a garden that could act as an inspiration to ordinary gardeners. It is more like something from outer space.
“Even if he were to take a few people up, why should 200 people out of 157,000 paying visitors get the chance to see it?
Mr Rumball also said people should be able to replicate the design in their own home.
“Who is going to spend £250,000 on a garden up in the sky? This is just about getting publicity from the TV cameras.
“Diarmud’s garden is pure theatre and entertainment that goes beyond what is sensible into the realms of stupidity.”
The Royal Horticultural Society, which runs the show, confirmed that the paying public will not be allowed up in the pod.
The height of the pod has also had to be limited so that a cherry picker can get up and rescue people if it gets stuck.
In an exclusive preview with the Daily Telegraph last week, Mr Gavin remained calm about the safety issues.
“If it falls while people are on it, well, I’ve got insurance,” he said.
Defending his idea, he insisted that “rides” were not a possibility because of fears of causing queues and a crush.
“We wanted to see if we could make a garden that flies. TV viewers will have that experience,” he said.
The former Home Front presenter, who has been criticised before at Chelsea for his unusual designs, made no apologies for his latest venture.
“The traditionalists a have point. My design is deeply impractical for the back garden.
“But if all gardens were the same, how boring would life be?
